I am just curious to know whether one continues to receive Constitution xp from combat after reaching 200m, or does the experience stop being allocated to this skill?
The counters will continue to shows that you're getting xp on kills for instance. However the actual counter doesn't record past 200mil. There are people that keep track of this on their own though. But if and when Jagex ever decides to raise the xp cap past 200mil. You wouldn't get a giant dollop of xp you'd start from 200mil as they weren't tracking it.

If I understand correctly, that is unfortunate to hear that 33% of combat experience still goes Constitution when it is capped at 200m.
I am definitely going to max constitution before my other combat skills.

Technically no combat xp is going to constitution. Yes you get xp per kill. But it isn't being divided out of your combat xp. If you're on shared it splits between atk, str & def. If you're using ranged or magic you have the options of splitting it between that attack style and def. Constitution has always been static xp on kill. Before xp on kill based on enemies health it was ratio'd for every 4 combat xp you received you get 1 hp xp. So the other combat styles aren't sacrificing xp to hp.
