Glitch with 4th spirit tree?

So I've reached level 114 farming, have senior master farmer rank, planted 3 spirit trees (so clearly I have completed the required quests) yet I am unable to plant a 4th spirit tree. I receive the message "You have already planted 3 spirit trees..." Is there a glitch or have I missed something crucial?
