Arandar Mourners' Drops

I just completed Regicide, and have gone to Arandar to get a Mourner outfit. However, though the wiki page on Mourners has a long list of items "always" dropped, I'm only getting bones. Is there a requirement I'm missing?

You might need to start Mourning's Ends Pt.1 first.
