I received the first 3 fragments, but it's been 2 days and still no 4th fragment. I'm afraid that maybe it dropped when my inventory was full and I missed it. If this is the case, will I never get another one?

Even if you did accidentally drop it, you should still be able to get another.

It's just a streak of bad RNG. I've still only gotten 1 fragment of one recipe, so you're doing better than I am.

yep just rng, sometimes I get lucky sometimes not. as you can see,

can you get the fragments to make a second recipe (to sell) after restoring a recipe for urself? i been at dragonkin reliquary from before lvl 97 to after lvl 99, and no piece 4, so can i ever get one? or did making the recipe ruin my chance?
