is there any decent guides on how to get this skill cape once you have 99 slayer?

It's sold by Kuradal, who resides in the Ancient Cavern.

Assuming you are able to enter it, the easiest way to reach her is to use fairy rings to go to the cavern then head south to the stairs leading up to Kuradal's location.

Like Drau said above, you can get it from Kuradel once you hit level 99.

You can reach Kuradel with your Ferocious ring, fairy ring code bjq or the way Drau said above.

The fairy ring method can only be used if you repaired the Fairy Ring.
