Catapult Construction: Glitch?

So, I'm working on Catapult Construction, and this was supposed to be an easy quest. I have hit a brick wall, and I'm getting really frustrated and could use some help. I'm at the part of the quest where I have read the schematics, all 3 sections. I have made all the parts available to me at this time. But now the engineer won't give me the option to read his letter, General Hining won't offer it back to me, and Rolad tells me basically to get lost. There's no way forward and no way back, and I'm just about ready to rage quit the entire game because I cannot find anything about anyone else having this problem. Someone PLEASE HELP ME! :'(
