Will I eventually be able to request another permanent ban appeal? It’s been nearly 2 years since I’ve been banned and denied my appeal, so it’s also been about 2 years since I’ve played the game. Surely after 2-3 years I can have the account unbanned?

Permanent is forever, normally. If your ban was indefinite, then they could revoke it later down the road.

its forever. learn from the mistake and start again isn't it possible to buy the drake with 7 bonds?
