POH Aquarium bathysphere bug?

Whenever I try to operate the bathysphere, I get a message saying "You have not built the diving suit yet. You need this to visit your aquarium."

Which in fact I have, I've tried removing it and doing a different one.

Not sure what I am doing wrong here? Or is this a bug?

I have also tried just wearing the fishbowl and diving apparatus, the same thing.
I thought you could use that if you didn't have the suit hotspot.
