Player Ports - Need Low Tier

I've unlocked higher islands, but I have not upgraded my buildings or other upgrades that require low tier resources. How can I "go back" to low tier resource gathering?

EDIT: For clarification purposes, I have around 8K redwood now, but I have nearly no bamboo, gunpowder, steel, etc.

You can change which region you focus on by clicking on the Port Management button (the cogs) on the ports interface.

For example, if you choose The Arc then most voyages will offer bamboo.
