You'll need a restored Garagorshuun anchor to enter the south tunnel. It will be consumed on entering but you should get the green skull painting in exchange.

Hi Red Bordeaux

There are two tunnels around that area. I believe Tranq is referring to the tunnel near a materials deposit cart, not the one on the southeast corner.
