In the situation you have given no I would't allow him to join.
I guess it depends on why you have the total as a requirement in the first place . Are you doing it to keep out "noobs" ? so you don't have any questions asked, or are you looking for a well rounded experience player ? maybe you are looking for time served ? hours and hours of grinding out skills to get higher levels, or maybe the prestige of a clan full of 120 capers ?
Come to think of it , those are all reasons I don't have a level requirement for my clan
As Kera said, depends a lot on why the rule is in place. A PvM or warring clan might want you to have high levels so you're more likely to have access to good gear and combat stats...others just want to keep "noobs" out.
I'm personally in a warring/pvm clan so to us actual levels would matter a lot more than virtual levels or total xp, but again, depends on the clan.

I'm going to leave our requirement as the base total level however I never actually considered implementing an option for virtual total level. Could be interesting to create a virtual total level highscore for the clan or perhaps tags on teamspeak etc for certain milestones.

I think I would agree with most of what was said above. But remember, virtual levels are optional. Newer players shouldn't be limited in clan joining through the implementation of a virtual requirement; more so, clans should implement a base total level requirement if they wish.
I do however agree with Anno, a HS table detailing a Clans Virtual Total Level would be interesting.
Virtual levels are just the same really as adding a total xp req to some extent for me.
Didnt consider adding a req for this for the same reasons i didnt add one for total xp but i may rethink it later on. Its certainly an interesting one for sure.

Since virtual levels are only "figurative levels" and not an actual game concept with content that comes with them, we are not considering them for our total level requirement.
We want well rounded players. There can be someone with 120 in all combat stats and minimum levels in all other skills and make it into our clan, when in reality content wise their accounts would be below what we want in our clan members. The levels are only real to the players that have them, I may be wrong but I do not believe that we can even quick chat them? Our total level requirement is to keep pures, and alternate accounts that people arnt dedicated to out of the clan, since they often go inactive. Our reasoning for our reqs are our own, so I won't go into much detail.

We don't have total level REQ's but if we did and they had the virtual requirement but not physical level I would think we would let them join. They obviously play and aren't "noobs" or whatever you're trying to prevent.
We require a minimum total level to join only to keep brand new players from flooding the chat asking where Falador is, etc. We would honor a total level based on virtual level as anyone level 100 in a skill is going to be an experienced player.
[I have voted to reduce or eliminate the total level requirement a couple times, but some people are dead set on keeping it.]
