Hey when the citadel resets sometimes you need to wait a couple of minutes before you can go in. I've just gone into your citadel and its all fine.

In terms of capping, you need 5 clan members to visit a week. If my memory serves me correctly the total amount of resources need for upkeep was 5205 which is 2 clan members capping per week.

If it was the visitor count that caused the lockout, it should unlock when the 5th person tries to enter ( don't all have to be at the same time).
If your clan does not meet these requirements one week, your Citadel will look broken down, and the plots will give less xp. If your clan does not meet upkeep a second, consecutive week, the Citadel will degrade by one Tier.

It might have to do with upkeep but even then yourself and the avatar can make that upkeep easily now since making upkeep was reduced and I must add that even if some of you cap on summoning then upkeep is easily met as 5 went to citadel

so

it could have to do with you did not have 5 members to enter but I thought this was changed once you reach tier 7

but just checking

RuneScape wiki it states: 5 visitors are required for upkeep of all citadels

I just use the avatar cap on half charcoal and then switch it to something else like stone but we always make upkeep in the same day as reset
