We should know more about what Jagex is doing with
hijacked and banned accounts
after
Saturday's LiveStream
. They're looking into issues like these, but only 2% of investigated accounts have been unbanned so far. And they're kinda going by the previous month, so it might take a while for the account to get reviewed.
Mod Infinity's thread called Bans, mutes & more clarifies a couple of things including linking to the Ban FAQ which states that players are responsible for the actions of any person to have accessed their account in accordance to the Terms & Conditions which state Players are solely responsible for securing their Computer, Email and Accounts.
For now all you can do is refer your Clanmate to this Support Guide:
I'd tell him to scan his PC for malware with these programs:
1) Malwarebytes Anti-Malware

2) AdwCleaner
https://toolslib.net/downloads/viewdownload/1-adwcleaner/
3) Junkware Removal Tool
https://downloads.malwarebytes.org/file/jrt/
4) Kaspersky Security Scan
http://www.kaspersky.com/free-virus-scan
Then I'd send him a refer a friend link to create a new account , and tell him to enable the Bank PIN, RuneScape Authenticator and 2-Step Verification on his Email.
Just give it to him straight. It's highly unlikely the account will be unbanned if Jagex has any evidence suggesting the account may have been shared or attempted to be sold.
