High level players love the avatars, but don't wanna take almost 2 hours to cap out of their already busy weeks. Between dailyscape and college/work and life itself, capping is just not an added bonus to them, especially when they have 99s in most the stuff that is usually needed - think cook, woodcutting, etc.
For low and mid levels, it's awesome!
High level players who go bossing often wish they could just drop those logs into the keep instead.
What if we turn upkeep on its head and give it more options. What if you can bring in items from the other parts of runescape - maybe we go do evil trees or bossing and can deposit some of those loots into the citadel to pay for resources? It's still a contribution, but maybe it has a way that players can enjoy contributing to their clan, in a new way.
Sure! They could just go buy 2700 maple logs! UGH! How is that fair? It balances out from those who would rather help, and those who would rather just be over and done.
Doesn't this make the citadel buyable? Sure. But they have to earn the money and resources anyway! This just creates new options for clanmates. They would still have a resource cap. You could apply them to the upgrades much the same way as now- anything that has a build, you use the logs for, and anything that doesn't, well you only keep 10%, but they still get to "cap" and contribute to the clan.
Also, freeplayers should be able to help in the citadel. It would give them more of a social way to contribute and rank up and probably make friends and play longer.
