This is great, made me laugh and I can relate to it quite a lot.
It's also weirdly timed, as very recently we had a discussion at an Owners level how we could give all other Emblem and Key Ranks the freedom and responsibility to really get stuck in helping run different aspects of our community.
I'll try set the scene.
We had a bit of a Ranking backlog which was desperately needing done, but no one volunteered to step in and assist: we ended up with a 3 week backlog.
We don't ever blame anyone for anything that does or doesn't get done, at the end of the day this is just a game we play; but it did open our eyes to something more fundamental.
Due to the nature of the Admin Rank and the fact so many different Clan Systems can be altered by the Rank (previous bad experiences) we're very selective over who can do what in our community. We also made it very clear that Admins should not do what was not in their Roles jurisdiction.
We limited the trust of our Admins and that was what caused the Ranking backlog. If they weren't a Ranking Manager, they wouldn't dare touch the Ranking structure. With Ranking Managers on holiday, the backlog grew and grew.
We've removed these limitations and now properly documented all assets of our community, how each Role works, so any Admin can step in and assist if required.
We've learned from this and hopefully we'll avoid the last statement of your story

It's a fantastic story isn't it? Totally reminds me of occasional hiccups, and past trial and error, besides being just plain clever. I'm glad you discovered a issue and managed to fix it as well, indeed before the end result of the story!

To answer you though, a free kudos if you can find out who.....Maybe I somehow overlooked the true author, but googling the story leads to nobody. Other then the conclusion I'm not the only one who's heard of/knows it.
In my mothers house, she has this old Irish linen hanging up on the wall, it's kept quite pristine and on it the story is written. In fact, I've known this story for a really long time needless to say LOL, I've just never shared it until the other day when I saw it again while there, and thought everybody could stand to hear it.
