Non owner moving build order?

We are a relatively small clan with very few rules, most everything we do is optional, even citadel visiting and working.

For this reason I tend to keep the tier build at the bottom of the build order until the visitor count turns green.

At present, I, being the owner am the only one able to alter this order. I've sat down next to my real life partner, who holds 1 of the deputy roles, and changed every setting I can see to enable her to change the build.

Is this setting non existent or am I missing something?

I believe that a high rank can move the build tick, but not in a period close to the tick only the clan leader can move the build tick then. Ceecs - leader of Ceecs Clan

For 6hours before and after a build tick only the clan leader is allowed to make any changes to the Citadel. There's no permissions that can override this. Does this match up with what happened when your deputy tried to change the build order?

I would assume that outside of this 6hour period that an overseer, deputy owner would automatically have permissions to move the build order, as those two ranks are the only ones that can have full access to all permissions apart from being able to kick more than 2 clan members and the 6hour timer.

I can't test this myself as my build tick is soon, so the 6hour timer would deny it anyway.
