I'll copy and paste over part of my reply from a similar thread:
Clan interfaces appear to be suffering from a small bug, which appears to show guests as any rank. It can shift through 'ranks' as long as the person guests (and it appears that they take the rank of the person next to them in the clan list), but the bug might only be visible to you. Most of my clannies have reported that they can't see it, but I can.
The good news is that no matter what rank shown, they'll have no powers in your clan, as they're just a guest. If you experience it again, just head to the lobby and enter the game again. It will clear the false rank and show them as a guest again.
In terms of letting Jagex know, as with any bug, report it through the in-game bug report feature, giving as much information as you can.
