The forums exist to offer discussion and to foster the community. You are essentially placing a bounty on someone, which encourages the in-game harassment of another player.

Although some of the PvP forum specific rules weren't integrated when PvP merged with Minigames and D&D, it is still not allowed to place bounties on unsuspecting players, nor to ask another player to act in the manner of a Bounty Hunter.
