Best trawler time/place?

I'm in need of a tiger shark for an achievement but every time I try to go to the trawler mini game to get one noone is there. I managed to get a single win out of 5 solo tries but it really is quite difficult. I did a duo game with someone else that just happened to be there and it was even harder (I'm guessing as an adjustment to the fact that there was someone else in the game to help out). Is there a best time/world to try and play the game in or is it super dead content that I'm going to have a super hard time trying to get someone to play with. Thanks in advance for any input.
