Fishing Trawler minigame is currently on spotlight. Yet on the minigame spotlight world there can be only one minigame at the same time. Why aren't there a continous stream of fishing trawlers going?

When I enter with bunch of people, we have to wait until the boat I'm on returns. Isn't is ridiculous?

Just let the minigame create multiple instances 1 minute since the moment anyone goes onboard.
