I'm thinking I may just have terminally bad luck, considering my earlier issues with Gold Construction Rocks, but I came back from a several-year hiatus about two weeks ago, and I've spent at least two hours each day fishing since then, and I have yet to find any gold fish eggs (or Mystery eggs/crackers from prawn balls).

I've checked my settings in the options menu, but there's no option to enable/disable Gold Fish Eggs that I can find. Is it hidden somehow, or has an update rendered it to 'always on' with no option to turn off? If it's the latter, I fear I may have been bugged somehow to instead be turned to 'always off'.

According to Wiki, with 99 Fishing you get an egg every 2-3 hours at average. Please be reminded that you cannot have more than one of the same eggs, so worth checking your bank or aquarium. Otherwise, it's just tough luck with your RNG.

You cannot find the option as there isn't a toggle for the eggs - you become eligible for them as soon as you build the aquarium. There's only one setting for finding aquarium-related items while fishing, and that's the option to turn prawn balls off. As it sounds like you're still finding them, that's unlikely to be your issue.

Aquarium settings can be found under the construction category:
Settings -> Gameplay -> Skills & Experience -> Construction

I think you're just being a tad unlucky here. The eggs can take a while to find, particularly when you factor in prestiges. Keep fishing, as you will find some eventually.

Your only other option would be to ask the community for direct assistance. If a player uses their golden cracker on you, you'll receive a golden egg in return. It might be worth asking your friends or clanmates if they have any to spare.
