I completed the quest and when I try to build The grove cabin Tier 1 it says " You must have
completed Unwelcome Guest quest and spoken tothe new visitor within the fort" I spoke to every npc I can think of. Shows the quest is complete. Does anyone have any ideas? Thank
you in advance.

"To get started with building the Grove cabin, you need to have finished the Unwelcome Guests quest. Once the quest has been completed, talk to Oak (named "???", before introducing himself) in the east of the fort, near the Chapel. After that, talk to Bill to get the building plans for the eastern border wall to unlock the Grove cabin (Tier 1) blueprints. Once the eastern border wall has been built, talk to Oak again to unlock the blueprint for tier 1 of the Grove. In order to build the tier 2 Grove, the eastern side gate must be built first. The plans for the eastern side gate are under the miscellaneous tab at the Fort Forinthry Blueprints table."
