It's likely for balance reasons. Abyssal Demons haven't really dropped anything exceptionally valuable in a very long time; when Rush of Blood was added in 2014 the Whip only cost ~100k, so adding a way to boost the drop rate didn't really impact it that much. Meanwhile the Jaws of the Abyss is currently worth over 100x that (to say nothing of how highly it was priced when it was released), to say nothing of the Scourge (which is worth several
thousand
times that), and considering that the Scourge is one of the best 1H weapons in the game right now I can understand why Jagex wouldn't want for the card to boost the drop rate and devalue pretty much every other endgame 1H melee weapon in the game (as is, the Khopesh of Tumeken's value has lost 90% of its value over the past year thanks to the Scourge and the Arch-Glacor weapons; imagine what would happen if Scourges were more common!)
But I have to admit, it's an inconsistency and I imagine a lot of players are frustrated by this. Controversial as it would be, I wonder if the Abyssal Demon task should be split up; have a standalone Abyssal Demon task (the one from the Helmet), an Abyssal Savage task (that includes Beasts and Lords), and then a blanket cluster Abyssal task from Laniakea that includes the Demons, the Savages, and the monsters from the outer ring of the Abyss/the Abyssal Area accessed via the Fairy Rings.
