Seren spirits are floating through the area with the balcony stairs on the excavation site corner and can't be captured - needs a fix
They were neither outside or up the stairs

same happened to yesterday, no way for me to get it....
i dont know if its a bug or just random, but the spirit hasnt arrived once in 2 hours in the "citizen remains" erea.
