Hello I have a few ideas to generally improve melee I have been posting; so it comes with other such perks and ideas.
One of such is Ultimatums - and 2 Ultimate abilities called Frenzy and Unload (Range; but same ability)
Ultimatums reduces adrenaline cost for using 4 ultimate abilitys, the two mentioned (frenzy and unload) and then Overpower and Omnipower.
However; The latter (Overpower and Omnipower) have effects from the TzKal capes; which override Ultimatums; leaving half the perk useless.
Too make a long story short; for the abilities that the perk can use; are drastically overpriced in adrenaline cost and lack of reward damage (vs Overpower and Omnipower burst damage at a reduced cost and requirement).
Frenzy and Unload are channeled and only deal - 380-840% damage over 4.8 seconds which is nice; but compared to Rapidfires 8 hits at 150-752 and destroy at 148-752/Assault at 172-876 (over 5.4 seconds) which are all thresholds; is relatively low. It might have a higher minimum damage but still is lower then the assault threshold listed at a max 876 vs 840.
A bit stronger then Rapid fire or Destroy but cost 80% with ultimatums with 100% to activate. Simply seems like an excess cost for something a threshold does. I have a suggestion to fix that.
Instead of altering the ability with a cape/item like Omnipower, Overpower and Deadshot (Massacre the melee counterpart); Just rework Ultimatums for only Frenzy and Unload; and make it the same cost as a threshold ability, reduce the cooldown to 30 seconds.
Make the perk a single rank; as there is no need to have ranks unless there is a need for balance (Equilibrium and precise) as would be intended to enhance the ability and needs to take up some for of slot for usage.
