members can already change their name every 28 days? and use a bond to change it whenever they want.
if youre referring to f2p i sadly dont think jagex would allow the feature but its worth a shot. pssst....we know who you are. Hail Sithis!

think hes reffering to limiting it to twice a year rather then every 28 days, might stop the name hoarders so not a bad idea, but you can ban name changing altogether imo i dont plan on changing my name ever again
