Why is there an inconsistency in how we can note items?

For instance when I am collecting blue dragon scales, I cannot use the notepaper on the dragon scales, but I can use the dragon scales on the notepaper. However if I grind them into dragon scale dust, then I can note them both ways. That seems odd,

I noticed this started to happen since the beginning of this year. Something became broken with how notepaper functions clearly.

To be honest, this sounds like a bug.
Have you made sure to send in a bug report in-game?
