Since you don't intend to update/upgrade the dead content aka minigames maybe lower the required number of people to participate because some skilling outfits are locked behind them. And small clans/communities trying to get there low level member to get there skilling outfits.
We fell that getting 10+ people get to involed in these kind of activities are hard. For example Stealing creations/ Great orb project. You have to search for specific people or even pay for it to get the outfits.

Jagex want us to go to Minigame Spotlight and earn thalers on top of minigame rewards together. No need to get other players and you can get whatever outfits rather easily because we can buy them with fixed number of Thalers we earn just by participating in any minigame on Spotlight regardless we lose or win.

No need in RS3 to pay some insane gp like 2 mil gp for a kill.
