A game is often one that is defined as having a defined goal. For example, a counting game is fine as long as it has a specific, reasonable goal that can be reached (count to 1 million wouldn't be a reasonable goal, whereas count to 25 before a mod is a reasonable goal that can be accomplished).

This "game" really isn't a game at all; its simply "post an emoji" which doesn't have any sort of attainable goal that can be accomplished. That would end up marking it as spam, and for that reason its now been closed.
