If you're referring to the achievements system on RuneScape 3, the inability to boost your stats to complete certain achievements is a known bug. This wasn't something that was intended, and it is a result of the recent achievements update.
This is something that isn't easy to fix, as it requires some engine work behind the scenes. The fix should be ready for implementation in February of next year.
Here are some quotes from Mod Stu:
"Stat boosting's going to be a trickier one to fix, as changing whether the achievement engine checks base or boosted stats requires another engine build, and there won't be any more server-side engine releases this year.
In terms of data-side interim solutions, I can see two options, but neither of them are pretty:
remove stat pre-reqs from every achievement (which means you won't have the information available to know what skill level you need to complete the achievement)
treat all the stat prereqs as complete regardless of their actual state (which means they'd be crossed out even when your stat isn't high enough, but at least you'd be able to see what the stat prereqs are)."

"The latest I've heard is that Mod Jenesis (the engine developer that created the achievement engine) stepped in as Mod Asherz is unavailable and has already done the engine work to fix this (ignore all skill prereqs configured on achievements so you can boost them).
So it just needs to go through the engine review and testing process, but this is quite rigorous due to all the combinations of hardware we support and exceptions this creates. (We don't update the engine nearly as often as we release game content updates.)
It's scheduled to release in the next full stack engine build which is currently early February."
