From 13th of December 2018 till 10th of January 2019, many bosses were feeling festive and wore holiday hats, so I decided to track my unique drops during that time period to see if they were truly festive. The list includes bosses that didn't have special headwear on them too.

---

Cerberus

You can generally expect one unique drop per hellhound task done at Cerberus, but after completing one during this time period, I had to leave empty-handed... She even had a festive hat on all of her heads, but that did nothing to improve her generosity.

---

Vorkath

"Santa Vorkath" is rare to drop anything special even outside the holiday seasons, so he'd have been a perfect example to demonstrate true generosity... but despite killing him daily, the only drop he gave me was but a pittance:

---

Grotesque Guardians

This duo always surprises me: not only have they showered me with their black hearts before, but they showed even more generosity during this experiment, even though neither of them wore anything. I should've gotten only one core so far, but the guardians gave me my 5th:

They even gave me a drop I hadn't received before, and which had recently skyrocketed in price:

---

Zulrah

Prior to this, I had a drystreak going on with Zulrah, so even though I got pretty lucky with these drops from the partyhat-wearing snake, they could be considered due anyway:

---

Abyssal Sire

Sire wasn't feeling festive, but he let me complete my first bludgeon and set the overseer free, throwing in a dagger to boot:

Then he even gave me the jar and a head:

But since I already had a head, pet would've been cooler.

In conclusion, as much as they may seem to have festivity attached to them, partyhats and santa hats don't really appear to improve the drops when worn by the bosses.

The clear winner in festivity here are the grotesque guardians, since they were so generous even without wearing anything on their heads. Cores are the next best drop after the pet, but pet would be even nicer!

And the loser is without question Cerberus: so much alleged festive feeling on them, but it doesn't show in practice at all.

Sire gave the most drops, but it was also the most killed boss on my list. He did keep the unsired drop rate for me +1 above the usual though, but as soon as I get the pet (and finish the next bludgeon after that if one is still in progress), Sire is too slow for my taste to continue.

I saw that for example imps and rats were wearing partyhats too! I wonder how many other NPCs were affected.

Gz on those drops that you got, even if the festivity didn't improve them! Idk much about the bosses themselves since none of them were in true Old School.

Wiki doesn't even keep track of it so it's kinda problematic to figure out, cheers! > )
