Single click from action bar

Prior to the full release for all members I was able to single click drop my fish from the action bar. Now it just comes up with the option to drop / cancel. Is this something I can change in a setting or is it a bug?

Try taking them off the action bar and putting them back on ive had it happen to me when i try to use an ability every once in awhile

Where is the action bar anyway? I can't seem to find the abilities which makes doing slayer tedious.
