Download 1111 WARP from Play or App Store (free) and turn it on (no account creation or settings needed). That worked for me to play OSRS on Tracfone with an ATT BYOD SIM June 2023, whereas without that it would fail at the loading screen. On Tracfone I switched to a T-Mobile BYOD SIM earlier this month and OSRS connects no problem on mobile without WARP.
For Android, you seemingly need Google services for the WARP app (gives a non-descript fatal error on LineageOS 20 without Gapps for me). Changing the private DNS on Android or any of the DNS VPN apps on both Android and iOS weren't enough in my case; it has to be the WARP app, or another full VPN provider and protocol.
I recall RS mobile being fine without WARP though, but I could be remembering that wrong or maybe something changed since I last tried RS mobile. If I had to guess, it could be the port RS is using that's getting filtered by ATT MVNO providers. Guild Wars 2 for example has a flag to communicate over port 80 or 443 instead of 6112 for such filtering.
