I recommend one with a stylus. I have the Note 8. It runs well, but World 2 or heavily populated areas gets laggy.
Even though the app doesn't support the extra features of the stylus (having hover text and stylus button = right click), it's still much better with the precise input of a stylus.

So far I've gone to Frost Dragons, Abyssal Demons at Slayer Tower, Grand Exchange, Elf City (Grand Exchange/bank area only) and God Wars Dungeon, Bandos corner (not the bosses yet). No stutter issues there, even when I removed Shard of Zaros to get all the monsters attacking me. Grand Exchange world 2 was a stuttery mess.
I haven't really tried any other settings configuration.
Of course, you could just get something like the S10 or S9 and use an active stylus (pencil-sized and battery powered). I tried one from Walmart (Black Web brand) and it worked on my phone and my mom's S6, but it's not quite as precise as my Note 8 stylus. Still way better than your fingers or fat tip styluses, though.
It scratched up my screen protector, though, so make sure you have a screen protector.
A downside of going with an active stylus instead of a dedicated stylus is that there's no possibility fot hover text or right click button in an update. Jagex had said before that the Note 8 stylus was fully functional in their mobile beta, so I'm not sure why it's not in.
