First Edition of the ability setup on RS3 Mobile
Was not great
considering it made the inventory only able to use a few rows at a time.
Second Edition is Worse . Okay, so we have a full inventory but now have to switch between the left and right side?
Here's my suggestion:
Since Chatting on mobile during combat is not that great.. Why not add the ability bar underneath the chatbox? Putting it underneath the chatbox will allow for a more fluid two hand experience, left hand clicking abilities and right hand using the inventory.
Also: Doing this would allow for the chatbox to be in an always open mode. I dont see any reason as to why the RS3 mobile chatbox has these only options: Closed; Semi-open But not able to talk; Fully open taking half of the screen!!!!!
Change it to Semi-open and able to talk..
put the Ability bar underneath.

Of course, Chatbox will be will be transparent so it wont take up a "permanent" section of the screen.
also adds two more spots for an additional prayer swaps.
