activate spec attack?

I am currently struggling to find the way to activate my dragon battle axe spec attack. I am trying to use the boost for mining so not in combat and im on legacy mode. it basically won't let me onto the attack menu to use the spec while in legacy. wondering if anyone has had the same problem and knows the solution, thanks!
