If you read the App Store Review Guidelines (https://developer.apple.***/app-store/review/guidelines), an iOS beta must comply with these guidelines.
2.2 Beta Testing
Demos, betas, and trial versions of your app don** belong on the App Store – use TestFlight instead. Any app submitted for beta distribution via TestFlight should be intended for public distribution and should comply with the App Review Guidelines.
3.1.1 In-App Purchase:
Apps offering “loot boxes” or other mechanisms that provide randomized virtual items for purchase must disclose the odds of receiving each type of item to customers prior to purchase.

One glaring problem (based on the snippets from the guidelines) is possibly Treasure Hunter, as Jagex must disclose the odds of obtaining each coloured gem and also the individual odds of prizes within each coloured gem category, if TH keys can be purchased directly within the app. There may be some other reason why there's no closed iOS beta yet, but Mod Shauny said during one Twitch stream before that they already have an "in-house" iOS beta running at the moment.
