There's no such book with that name, however there's a book named "Transportation incantations" in the Aceuus Library.

Its location is random and different for every player, but if you take the time to search each and every bookcase you're bound to find it eventually, otherwise I'd advise you to try giving books to costumers there as they might ask you for it and should they do, a NPC over there can pin point its exact location.
