I logged in to play on my phone and didn't log out when I shut my phone off. Now I can't login because it's saying my account is either still logged in or the world is no longer active and the world are up with people logged in so it never logged me out of my other session. I have changed my password, ended active sessions through the account settings on jagex and still it continues to not allow me to login and play.

Just 'changing' the password won't force the account out of the game. You need to 'reset' the password.
Instructions: Reset password

Ending an active session will work if you have upgraded to a Jagex Account. It doesn't work if you haven't.
