Just updated mobile and haven't actually been on rs in about 5 hours as it is not now every log in attempt I'm hit with too many log in attempts and to wait but this is never ending? Anyone else with the same? Known bug?

This error message usually means that someone else (a hijacker) has logged in to the game on your account.

You need to force log them out.
To do this, do a Password Reset .

A password 'reset' is not the same as a password 'change'. It will force log the account out of the game.
Make sure you urgently review your account security.
