a lot of us on 31 are noticing no double xp while using gilded altar.

is this a glitch?

It's not a glitch - prayer altars aren't included during double XP weekends. However, if you have access to Prifddinas, the cleansing crystals are a good alternative for double XP training.

There's an information page here which lists the restrictions and all that stuff, too.
