It's mentioned, the RS3 Halloween 2022 event would end on November 6th, 2022 but No Time has been mentioned.

The event will end at 11:59pm UTC, November 5th 2022 or 11:59pm UTC, November 6th 2022?
or is it at a random time?

It would have been more helpful, if Jagex could mention the time too with the date, so we can plan when to start buying rewards with those extra tokens.

Mostly when the updates are coming, most of the time it’s the same day/hour… Currently hunting the new halo…

This time, they ended with a timer exactly at 00:00 game time, without any system update.
