Halloween ectoplasmator locked

The ectoplasmator is locked for me and I do not know why. It says I can not obtain it if I already own one but I do not, I've checked my bank and do not have one, nor do I recall ever owning one. Is there something else I need to do to unlock it?

Could it be that you own an -attuned- ectoplasmator already? Or that you've destroyed it in the past? Diango in Draynor Village might have it then. Also, it might be that you can only buy this reward if you're a member. I cannot completely verify this because I already have an ectoplasmator, but as a F2P member I wasn't able to buy the Herb burner since it's a members-only item (just like the ectoplamator).
