Thanks for being patient while we get back to you as we've been a little busy! Mod Zee here to help.
We’re aware that some of our players are unable to purchase the latest Premier Membership package launched on the 14-Nov 2022 due to the amount of membership they already have on their accounts.
Whilst we do not have a solution for this at this time, we are looking into suitable options and will announce more about these once we’ve found the best solution. It is likely that such a solution would be something we will introduce in the first half of 2023.
As a short term workaround to help you make the purchase you want to, please let us know if you have an alternative account on which you would like us to swap some of your membership and we will do the best we can to help you out.
Once we've swapped some of your membership, you should be able to purchase Premier Membership as desired.

I call that no solution at all. Lose your Premier benefits during DXP, in the middle of a month (too bad if you had not done your Premier Vault yet, which I had not) and now "maybe sometime in 2023 we'll have a solution better than 'start a brand new account and transfer your paid time over there, so you can pay us again for Premier."
And telling us we can spend more for a bank bundle to fix that issue - well, again, I call that sub-par. We are people who have essentially fronted Jagex money for our membership, and the only solutions being offered boil down to: give us more.
