I was trying to buy the prime membership but bought the 12 month on accident so I paid more money and lost all the perks for no reason.. then I find out it is literally impossible to get into contact with any real human at Jagex. Some one plz help is there a working email or phone number .
Am I right in assuming you meant 'Premier Club' membership?
It's not unusual for Jagex to see players who mistakenly purchased the regular 12 month membership instead of the 12 month Premier Club package.

Did you buy membership directly through the website or did you buy through PayPal or through Google Play or Apple Pay?
If you paid through PayPal, Google Play or Apple Pay, you have to contact them to process the refund.
Also, check the 'Messages' tab in account management on your account as all payments are confirmed with a message that is both emailed and left in the 'Messages' tab.
Can you see messages about BOTH the payments you made?
If there is only one payment message, the other payment might have failed and not need to be refunded. Check your bank account to see if both payments are showing in there.
Jagex Billing Support only work daytime business hours in the UK. They are not available 24/7.
All contacts to them are done through the webforms rather than through email as the webforms have code to help identify you, something an email cannot do.
