Dear Jagex,
I've already sent an e-mail to support with the issues i had trying to purchase the premier club for 2022. I play this game for like 16 years now and never had a problem like this before. The issue is the payment mediator here in Brazil called "boacompra", that company is refusing purchases made by credit card without reason and further investigation alongside with the bank. In my case, the bank accepted the transaction and i've payed for the credit card bill and "boacompra" refused the transaction after i've paid, and didn't refunded me, i had to open a dispute on bank because of this. That company is clearly damaging the customers, so would be nice if people from other countries could get other options to pay with their local currencies.

While a refund isn't your issue and being able to purchase Premier Club is, Jagex has requested that all contacts about Premier Club purchase problems come in via the Refunds contact point.
