I have tried to upgrade to premiere club, but for some reason it declines my card, then i get a text on my phone saying something about fraud. every single year when i continue prem membership, i have to deal with issues with my card not going through. its infuriating.

Work through the troubleshooting on the Common Credit Card Issues support page.

If you are getting a text about fraud, that would be coming from your bank.
Have you tried contacting them to say you want to authorise this purchase?
