I'm afraid if this has happened on multiple occasions while having taken the appropriate security measures, it means the devices you play RS from has undetectable malware or someone else knows enough about your account to successfully recover it.
The latter is possible with shared and bought accounts or social engineering.
It's true there's room for improvement in Jagex Support, but I will say I've had great experience with support requests as far as outcome and interaction over email go.
Who knows, maybe we'll see livechat in a couple of years. The closest we have to livechat is #account-help in RuneScape Discord where experienced support volunteers walk people through their issue. It's true it's voluntary but they do provide lots of solutions around the clock.
