I have purchased the RS Max Pack from steam and have gotten everything else but the 100 bank spaces it stated. Honestly, that was the biggest reason I decided to make the purchase. I constantly have a full bank with the amount of items that constantly get added to the game and I was looking forward not to have to sell something every time I get a new item. I realize this is a bit of a rant, but I'm sure many players can relate.

Is there anyway to activate the 100 extra bank spaces from the Steam Max Pack? Or do I not get any extra because I'm already a member? Thank you for the help!

This is more of an "I didn't get what I paid for" issue rather than an issue with game content.

Does your account have Gold Premier Club membership?
If so, you already had the extra bank spaces.
The Steam Max Pack and Gold Premier Club deliver the same 100 extra spaces, not 100 plus another 100.
