This has been an issue since RuneScape first launched on Steam, and it remains unresolved, so this is more a PSA than an attempt to get a resolution. A resolution would be appreciated, but as Steam does not wish to co-operate, I think it unlikely.
Purchases made through Steam are effectively non-refundable - even when Jagex has authorised the refund.
My story: I purchased the Steam Max Pack in October 2020 for £89.99. My primary reason for purchasing was the fifty additional bank space, to stack with my 50 additional from Premier Membership. Over fourteen days after the transaction, this was changed and the Steam Max Pack and Premier membership fifty bank spaces no longer stack, instead, each give 100. As I had Premier Membership at the time of the change with the full intention of renewing it, this significantly devalued my Steam Max Pack. So I contacted Jagex Support, requesting a partial refund, as I did still get the other benefits from it (albeit valued much lower than the bank space) but Jagex told me they're unable to issue a partial refund, but can issue a full refund, which I reluctantly accepted, after proposing some alternative solutions. Jagex then told me that as the purchase was via Steam, they're unable to refund it, so I must ask Steam to. Steam then said no as it was over fourteen days. I went back to Jagex telling them of Steam's response, and they proposed an alternative resolution (not one that I'd proposed, but similar) which I would have rejected but the resolution was added to my account at the time of Jagex proposing it.
Since my incident, at the launch of OSRS on Steam the Jagex Support page question for Steam refunds directs people to Steam due to my input, but this still leads people to the same dead end of Steam rejecting refunds regardless of if Jagex approves them.
My frustration isn't at Jagex, it's at Steam as ultimately the issues were caused by them, and Jagex did everything in their capacity to make amends.
